Sealed Bids for the Stacy’s Brook Sewer System Rehabilitation Project Phase 1C will be received at the Department of Public Works, at 22 Monument Avenue, Town Hall, Swampscott, MA, until 2:00 p.m. on December 17, 2020, at which place and time said Bids will be publicly opened and read aloud.
 
The work consists of the rehabilitation of sewer pipelines, sewer manholes, underdrain manholes, and sewer laterals in the Town of Swampscott primarily through the use of trenchless repair methods and selective excavation to replace sewer segments. Bidders shall demonstrate sufficient experience with both the trenchless repair methods and replacement by means of excavation required as part of the work. In general, the Base Bid work consists of the following approximate quantities: 12,040 linear feet of cured-in-place (CIPP) lining; including heavy cleaning and inspection of various diameter sewers; eight mainline sewer pipe spot repairs; lateral spot repairs; the lining and sealing of 71 sewer manholes, the lining and sealing of 24 combined sewer/underdrain manholes, and CIPP lining of 233 sewer service laterals. The Alternate Bid includes 2,050 linear feet of CIPP lining; heavy cleaning and inspection of 8” mainline and service laterals; two mainline sewer spot repairs; lateral spot repairs; the lining and sealing of ten sewer manholes, and CIPP lining of 22 sewer service laterals.

Each bid shall be accompanied by a bid security in the form of a certified, treasurer's or cashier's check, bid bond or cash in the amount of 5 percent of the value of the Bid, as applicable. Every bid bond, every performance bond, and every payment bond issued for any construction work in the commonwealth shall be the bond of a surety company organized pursuant to section 105 of chapter 175 or of a surety company authorized to do business in the Commonwealth under the provisions of section 106 of said chapter 175 and be approved by the U.S. Department of Treasury and are acceptable as sureties and reinsurers on federal bonds under Title 31 of the United States Code, sections 9304 to 9308.

Upon request, a paper copy of the Contract Documents will be made available, with a required $100 non-refundable deposit payable to Kleinfelder. Cash will not be accepted. Due to recent health concerns associated with COVID-19, document returns will not be accepted.

Sewer CCTV videos will be made available to all plan holders, upon request, for streaming or downloading from our hosted SharePoint site. Plan holders that wish to access the SharePoint site will be provided unique log-in credentials that will be active only during the bid period.

Successful bidder must furnish 100 percent Construction Performance Bond and 100 percent Construction Payment Bond.

Contract completion time for the project shall be 240 consecutive calendar days commencing ten (10) days following the effective date of the Agreement. Failure to complete the work within the specified time frames shall subject the Contractor to Liquidated Damages as specified.

No Bidder may withdraw his/her Bid for a period of thirty days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening of the Bids.

Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.
The Town reserves the right to waive any informalities; and to reject any or all proposals. A proposal, which includes for any item a bid that is abnormally low or high, may be rejected as unbalanced. The right is also reserved to accept any proposal deemed to be best for the Town of Swampscott.

The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.
