The Town of Swampscott hereby requests proposals from Certified Public Accountant (CPA) Firms to audit the financial statements of the governmental activities, the business-type activities, each major fund, and the aggregate remaining fund information, which collectively comprise the basic financial statements of the Town of Swampscott, all in accordance with the guidelines of the Governmental Accounting Standards Board (GASB), as of and for the fiscal year ended June 30, 2020, and the related notes to the financial statements. It is expected that the proposed services will be required from September 2020 through January 2021.

Copies of the Request for Proposals (RFP) may be obtained by subscribing to this RFP on the Town website’s bids module, which can be accessed at www.swampscottma.gov/bids.

Firms possessing the necessary qualifications, experience and technical expertise are invited to submit proposals in conformity with the requirements of this RFP. The Town will conduct mandatory interviews with representatives of all firms that have submitted proposals, which will be conducted using a virtual meeting platform (such as Zoom).

Proposals will be received at the Town of Swampscott, Office of the Town Administrator, 22 Monument Ave., Swampscott, MA 01907 on or before 11:00 AM, on Thursday July 9, 2020.

The Town Administrator of the Town of Swampscott is the Awarding Authority. The Town reserves the right to reject any and all proposals, or to accept any proposal tendered.

The Town shall cancel the contract if funds are not appropriated or otherwise made available to support continuation of performance.

This procurement is exempt from the provisions of the competitive sealed proposal section of the Uniform Procurement Act, Chapter 30B, of the Massachusetts General Laws, but will nonetheless be procured utilizing the said provisions as if such procurement is not exempt.
